Sitrop Inc. Aims to deliver quality project management planning and systems engineering services to public and private sector clients.

Our Goal is to assist our clients with high quality technical planning deliverables related to the integrated master plan (IMS) and Work breakdown structure WBS, systems development and control of deliverables to better enable our customers to plan deliverables with the use of effective project plans and closing successful projects on time and cost.

Our deliverables help the Project Management Office base line project scheduled identify key milestones, personnel and stakeholders, initiate project planning, execution of tasks, monitor and control of deliverables and milestones, identify risk analysis and close of projects on time and within cost.

Founder & Managing Director

Matthew N. Portis MSEng. MP

Sitrop Inc, founder has a commitment to excellence that is rooted in the visionary leadership of our founder and president, Matthew N Portis. With over 20 years of real-world experience as a systems engineer and technical project manager, Matthew brings a wealth of knowledge and expertise to the organization. Matthew is a PMI Certified Project Manager Professional (PMI Number 3011683); PCI change manager and a technologist of engineering technology, holding a Master of Engineering Management degree from the George Washington School of Engineering. His solid tenure in IT management across agile, waterfall, and government contracting, coupled with his background as an Electrical Engineering Technologist (EET), has positioned him as a respected leader and professional.

Matthew's journey began at Intel Corporation, in Alburquerque NM, in 2000, where he honed his skills as a recent college graduate as an engineering technician. Since then, he has dedicated his career to technical management and engineering planning, culminating in the formation of Sitrop Inc in 2018. Prior to Sitrop Inc, Matthew founded SolGreen in 2009, a successful systems engineering firm that pioneered the production of the first US Patented outdoor Solar Table. This innovative product, conceived by Matthew and produced in the US (US Patent 8,497,656), is now in commercial use at over 150 outdoor locations across the US and Canada.

Matthew has worked in IT and engineering serving both large and small entities, serving in key roles with prestigious organizations such as Raytheon, Booze Allen Hamilton, Leidos, NOAA, and the IRS and FedEx Supply chain.

Matthew's illustrious career spans roles as a Senior Systems and Test Engineer with Raytheon, where he contributed to critical defense projects like the Patriot Missile defense system and AAMRAM. He has also served as a Subject Matter Expert (SME) with federal entities such as NOAA and the IRS, demonstrating his versatility and expertise in navigating complex government contracts and systems and working in healthcare and consumer clients and implementing WMS 3PL systems for FedEx supply chain.

In addition to his government work, Matthew has made significant contributions to the commercial industry, providing freelance consulting and business acumen training through Sitrop Inc. As a Subject Matter Expert (SME), he supports clients' engineering planning needs and testing requirements, leveraging his extensive experience to deliver innovative solutions and exceptional results.

Matthew holds a Bachelor of Science in Electrical Engineering Technology from DeVry University and earned his Masters in Engineering Management from the George Washington University School of Engineering. His dedication to continuous learning and professional development reflects his unwavering commitment to excellence and leadership in the field.
